There will undoubtedly be discussions about who was responsible, what was communicated, and what should have happened that afternoon. The child’s parents have been charged with negligent homicide and child abuse, and those questions now belong to investigators and the courts.
But from a disaster and public health perspective, there is another conversation we need to have.
Extreme heat kills. And children are particularly vulnerable.
We often think about extreme heat emergencies in terms of heat waves, cooling centers, power outages, outdoor workers, older adults, people experiencing homelessness, and overwhelmed emergency departments.
But disaster preparedness also happens at the individual and household level.
A vehicle can become a lethal environment remarkably quickly. According to the National Highway Traffic Safety Administration, the temperature inside a vehicle can rise approximately 20 degrees in only 10 minutes. A child’s body temperature can increase three to five times faster than an adult’s.
That leaves very little room for error.
And that is where this tragedy intersects with something we talk about constantly in disaster preparedness: human factors.
During emergencies, we cannot build systems around the assumption that people will never become distracted, misunderstand one another, deviate from a routine, or believe someone else completed a task.
We build redundancies because humans are human.
The same principle should apply to preventing pediatric vehicular heatstroke.
“Someone else has him.”
“I thought you got her out.”
“I thought he was with you.”
Those assumptions can become catastrophic when the environment is unforgiving.
That is why prevention cannot depend solely on memory.
Make checking the entire vehicle part of the routine every single time you park. Look in the front seat. Look in the back seat. Lock the vehicle when it is unattended so children cannot climb inside. Keep keys away from children. If a child is supposed to arrive at childcare or school and does not, systems that trigger a call to the caregiver can provide another layer of protection.
And if a child is missing, check vehicles immediately.
This is disaster risk reduction at its most basic level.
Identify the hazard.
Understand who is most vulnerable.
Recognize where human failure can occur.
Build redundancy.
And intervene before the emergency happens.
We also need to stop thinking about extreme heat as simply uncomfortable weather.
Extreme heat is a public health emergency. It affects our homes, workplaces, transportation systems, schools, healthcare facilities, outdoor events, and emergency response systems.
Preparedness means recognizing those risks before someone becomes our next patient.
A five-year-old should not have to die for us to remember that.
Look before you lock. Every car. Every trip. Every time.
