Unheard in Crisis: Understanding and Supporting People with Hearing Disabilities in Disasters

In times of emergency and disaster, most critical information is transmitted through sound—verbal announcements, radio broadcasts, warning sirens, and alarm systems. For people with hearing disabilities, this auditory-dependent communication creates life-threatening barriers that dramatically increase their vulnerability during crisis situations.

This presentation from Dr. Carolina Tannenbaum-Baruchi will examine the unique challenges individuals with hearing loss face during disasters, including inaccessible warning systems, communication breakdowns during evacuation, and limited access to emergency services. According to the World Health Organization (WHO), over 430 million people worldwide currently require rehabilitation to address their disabling hearing loss, including 432 million adults and 34 million children. By 2050, this number is projected to exceed 700 million—one in every 10 individuals globally.

Drawing on research and real-world case studies, this webinar will explore practical solutions and evidence-based strategies to create more inclusive emergency preparedness systems. Attendees will learn how to develop accessible warning mechanisms, improve emergency communication protocols, and implement effective evacuation procedures that ensure the safety and dignity of all community members, regardless of hearing ability.
